To enable agencies to easily compare water options and devise the right mix for their constituency, Matter recommended and delivered a clear, simple visual design system to represent the water options across comparison figures and explanatory content. The metrics employed were also given a visual reference treatment for simple comparison.

All great strategies have a consultation draft. Matter were tasked with mapping the journey Plan Melbourne 2017–2050 from its predecessor, Plan Melbourne 2014, and demonstrating the principles that would be carried over. Each principle could also be unlocked from the map and explored in depth.
